Mohamadou Billite Haman Djoda: When Discretion and Efficiency go Hand in Hand

 

Since her appointment in 2017 as President of the Board of Directors of the National Social Insurance Fund (NSIF), the PCA has embodied exemplary leadership based on rigour, discretion and efficiency. Through her actions, she has helped to transform the NSIF into a model of performance and good governance in Cameroon and Africa.

 Mrs Mohamadou, née Billite Haman Djoda, is a Senior Civil Administrator who has risen brilliantly through the ranks of Cameroon's administration. Appointed Chargé de Mission in the General Affairs Division of the General Secretariat of the Presidency of the Republic on the 21st of December 2010, her dedication and competence led the Head of State to appoint her, by Decree of 13 November 2017, President of the Board of Directors of the NSIF, succeeding the late El Hadj Ousmane Mey. The first woman to hold this position since the Institution was created in 1967, her appointment marks a historic turning point, symbolising the gender promotion policy advocated by President Paul Biya.

As soon as she became President of the Board of Directors, she played a key role in the structural and organisational development of the NSIF. Under her leadership, the Head of State signed Decree No. 2018/354 of 07 June 2018, relating to the reorganisation and functioning of the National Social Insurance Fund. This decree confers a special status on the Institution, enabling it to fully play its role in social protection, in compliance with the international standards governing this sector of activity. As part of this drive, the PCA prompted the adoption of a new organisational chart, formalised by Resolution No. 78/2019/PCA of 06 December 2019. This restructuring has improved the efficiency of central and external services, while optimising the Institution's performance to provide better care for insured persons.

 

Today, the NSIF is one of the most distinguished Social Security Institutions in Africa and within the International Social Security Association (ISSA). The Institution has obtained several ISSA certifications in the sphere of good practices, including Quality of Service (2017); Good Governance in 2019; Recovery of Contributions (2022); Promotion of Health in the Workplace; Communication by Social Security Administrations (2023) and Prevention of Occupational Risks (2024). These significant achievements testify to the NSIFs proactive governance and perfect synergy at the top of its management team, helping to make it a benchmark Institution on the continent.

 

Through her inspiring career, Mrs Mohamadou, née Billite Haman Djoda, is a role model for women and proves that managerial excellence transcends gender.
