NSIF-UCCC: A Better Social Coverage For Rural And City Councils Staff

This was the purpose of the partnership agreement signed last Wednesday,

the 2^nd of June, 2021, between the National Social Insurance Fund (NSIF) and the United Councils and Cities of Cameroon (UCCC).

The Conference room of the NSIF Head Office was the venue for the signing of a partnership agreement between the NSIF and the UCCC. The documents signed last Wednesday by Noël Alain Olivier Mekulu Mvondo Akame and Augustin Tamba guarantee the Social Coverage of Staff and workers whose activity revolves around the decentralisation process initiated by the President of the Republic, His Excellency Paul BIYA.

The two Institutions are committed to working together to promote social security among councils. The collaboration between the two institutions shall thus facilitate the dissemination of legitimate rights, the mastery of formalities and procedures required by the texts in force, as well as the dissemination of the legislative and regulatory texts that frame the social security system to the employees or staff of Councils.

Moreover, the NSIF-UCCC partnership is intended to disseminate information on the obligations of employers and voluntary insured persons, and to facilitate the exchange of files, documents and information between the Councils and the Social Insurance Centres of Management. 

For the Top Manager of the NSIF, the partnership offer of the United Councils and Cities of Cameroon is in line with the missions of the Institution in charge of social security. “The NSIF has always reached out to employers in difficulty, particularly rural and urban councils. We remain available and ready to support councils that wish to manage their problems in order to guarantee the service of social benefits due to their staff and their rightful claimants as long as these entities respect their commitments to the Institution”.

The president of the UCCC expressed his profound gratitude to the Director General of the NSIF: “I would like to thank the Director General of the NSIF for his good will and for the actions taken before this partnership agreement. These actions have enabled Councils in the North West and South West in particular, to benefit from payment incentives and to have their charges for late payments waived. These are concrete actions to support the NSIF, which considerably relieves the burden of debt and gives a new lease of life to the communal treasury, which is useful for the implementation of projects. The aim is to improve the living conditions and environment of the population.

The partnership of the 2^nd of June is a continuation of these actions by the NSIF “More than half of the 374 rural and urban councils in Cameroon have already benefited from the payment incentives granted by the Institution. The NSIF also grants a moratorium and a gradual payment over a relatively long period of time to the councils in order to lighten the burden of their treasuries. With the current agreement, we are not only going to consolidate these measures, but above all, we are going to expand them,” said the Director General.

A certificate of satisfaction was handed to the Director General of the NSIF for his various incentives to the councils. The present partnership between the NSIF and the UCCC should therefore benefit all the employees of rural and city councils in Cameroon. What could be more beautiful for a better social coverage in Cameroon!
