Cooperation: PAD at the NSIF School

Within the framework of sharing experiences in the monitoring and evaluation of activities, a team from the Port Authority of Douala is on a working visit from the 13th to the 14th of June 2022 at the Directorate General.

 The first working session was held on Monday the 13th of June 2022 in the meeting room at the 6th floor. The PAD team, made up of four executives from the Monitoring and Recovery Division, came to learn the notion of monitoring and evaluation of activities from the NSIF. “Through this working session, we wish to improve the results obtained by our Institution. It is therefore for this reason that we have asked the NSIF to share its experience and, if possible, to assist us. It is well known that the NSIF is the leading State Institution with regards to performance” said Patrice Ndjike Petke, Head of the visiting PAD delegation.

 In response to the guests, Christiane Mpongo Kono, Head of the Department of Studies, Communication and Translation, gave a general presentation of the Social Security Institution and its day-to-day missions, which are based on the triptych of effectiveness, efficiency and value creation, not leaving out the composite ratio, which is a steering tool. It not only allows the monthly productivity of each staff to be evaluated, but also to balance the workload.

 Subsequently, the Director of Audit and Internal Control (DACI), Eric Michel Ava Edang, dwelt on the innovative and effective monitoring and evaluation tools implemented by the NSIF at the operational level, particularly in the Social Insurance Centres. This approach is based on the managerial vision laid down in the five-year strategic plans which, at the beginning of each financial year, outlines different objectives to all Structure Heads, through a mission letter duly signed by Top Management and whose implementation is evaluated every first Monday of the month by the Project Committee, charged in supervising it. Finally, he mentioned the individual evaluations during which all staff are assessed and rated according to the level of attainment of their annual objectives. He added that the effectiveness of this monitoring system is also based on the automation and development of business applications made possible by digitalisation.

 Satisfied with this first meeting, our guests did not fail to thank the day's interlocutors: “We have learned a lot. The notions we learned today will be of great help to us, especially in terms of improving what we already do and the process we have put in place for follow-up and reminders. We will make good use of it”, stated Benoît Bobwam, Research Officer at the DSR of the Port Authority of Douala.
